We are on the cusp of the next great revolution — greater than AI, greater than the Internet. The Quantum Era is arriving. CAAQE exists to ensure the Capital Area leads it — educating the workforce, advising enterprise, shaping policy, and building the East Coast's quantum ecosystem before Q-Day changes everything.
CAAQE is a non-profit association headquartered in Loudoun County, Virginia — in the heart of the DC/MD/VA technology corridor. We are being incorporated with the Commonwealth of Virginia and registered with Loudoun County as a formal organization with a charter, elected board, and governing bylaws.
Think of CAAQE as the Alphabet to Google — the umbrella organization under which the quantum ecosystem of the Capital Area grows. Our first and founding commercial arm is MaxPlancQ.com — quantum training and consulting for enterprises and professionals.
In time, other quantum startups, research labs, university spin-outs, and consulting firms will join the CAAQE umbrella — creating a federated ecosystem of quantum excellence anchored in the Capital Area.
Y2K was a software bug that could be patched. Q-Day is a fundamental break in the mathematical foundation of modern encryption — and unlike Y2K, there is no simple fix. The entire world must replace its cryptographic infrastructure. NIST has issued the mandate. The clock is running. CAAQE exists to lead the Capital Area through this transition.
Already demonstrated on real IBM quantum hardware: Grover's search finds a private RSA key in √N iterations instead of N — cutting 4-bit key search from 16 attempts to 3. At 300 logical qubits, AES-128 is threatened. At 2,048 qubits, RSA-2048 falls in hours.
Proven Today on IBM HardwareState actors and sophisticated adversaries are intercepting and archiving encrypted communications today — your emails, financial records, government briefings. When Q-Day arrives, they decrypt everything retroactively. Data encrypted today is already at risk. Migration cannot wait.
Active Threat TodayEvery bank, hospital, government agency, and technology company will scramble simultaneously to migrate their cryptographic stack — precisely as Y2K drove a trillion-dollar IT services boom. The organizations positioned on Quantum Hill today will lead that rush. CAAQE is building that position now.
Early Mover OpportunitySilicon Valley was not born of a master plan. It grew because the right people, in the right place, at the right time, decided that semiconductors would change the world — and built the ecosystem to prove it.
The Capital Area — Northern Virginia, suburban Maryland, and Washington DC — is already the most internet-cabled region on Earth. Ashburn, Virginia routes over 70% of global internet traffic. The NSA, NIST, DARPA, and the National Quantum Initiative are headquartered here. The University of Maryland hosts one of the world's foremost quantum computing research programs.
The infrastructure, the institutions, and the talent are already here. What the Capital Area needs is a unifying identity and a coordinated ecosystem. CAAQE is building that identity: Quantum Hill — the East Coast answer to Silicon Valley for the quantum revolution.
CAAQE is the umbrella association. Member organizations operate under its banner — sharing resources, credibility, and mission while pursuing their own commercial mandates.
CAAQE is governed by a Board of Directors elected by members and guided by an Advisory Council of quantum scientists, university professors, industry leaders, and policy experts. We are actively recruiting founding board members and initial advisors.
CAAQE is being formally organized as a non-profit association under the laws of the Commonwealth of Virginia. We are simultaneously filing with Loudoun County as our county of domicile and pursuing federal 501(c)(6) or 501(c)(3) tax-exempt status as appropriate to our mission.
A founding charter, bylaws, membership agreement, and governance procedures are being drafted by the founding members. The first Annual General Meeting will formally elect the inaugural Board of Directors and ratify the charter.
Whether you are a quantum researcher, an entrepreneur, a university professor, a policy advocate, or an enterprise preparing for Q-Day — CAAQE has a role for you.
We are currently forming the founding board, recruiting advisory council members, and opening membership to our first cohort of Quantum Hill organisations.
